Haryana Real Estate Regulatory Authority ruled that fully paid buyers have the right to transfer property despite promoters' delay in executing conveyance deeds. In a Sept 10 decision, RERA ordered a promoter to pay 11% annual interest on about Rs 27 lakh, plus damages and litigation costs, after a buyer, Sukhvir, was prevented from transferring his commercial shop in Gurugram due to conveyance delays.
