The Supreme Court tightened rules on commercial use of areas reserved for residential purposes, directing authorities to seal premises when commercial activity is found, maintain status quo if land use is unclear, and permit sealing despite pending ownership disputes when use violates allotment or sanctioned plans. It flagged alleged non-compliance in Bhopal and said the draft Master Plan cannot be finalised without court permission.
