South Korea’s Financial Services Commission proposed detailed regulations for issuing and trading tokenized securities, set to take effect February 4, 2027. The rules permit tokenized stocks, bonds, funds and fractional investments, set capital and staffing requirements for issuers, and add an OTC debt exchange license. Retail purchases on each OTC exchange would be capped at 100 million won. Public consultation runs through Nov. 11.
